Under Section 8 of the Dangerous Drugs Ordinance (Cap. 134), any person who has in his possession, or who smokes, inhales, ingests or injects, a dangerous drug, shall be guilty of an offence and shall be liable on conviction to a fine of $1,000,000, detention in a drug addiction treatment centre and imprisonment for 7 years.
