Pursuant the Mass Transit Railway By-Laws (Cap. 556B), any person who fails to pay fares commits an offence and is liable to a maximum fine of $5,000. The person may also be charged with an offence of making off without payment under section 18C of the Theft Ordinance (Cap. 210) and, upon conviction, shall be liable to imprisonment for 3 years.//
